For the tape drag effect I just applied a stock pitch plugin (in Garageband) and didn't do anything to it at all. I then went into the automation on that track and pulled a curve down on the pitch just where I wanted it to slow down. I hope that made sense. :)
BTW... What type of tape drag/stop are you using?
It rocks, adds another interesting dimension to this track.
