I'm sure you know this - you can actually do a lot with limited means; your phone, DaVinci Resolve video editor, there's free stock footage with landscapes and beautiful people and all kinds of stuff everywhere. Making a video is not that hard anymore.
(Also, I find music videos on youtube are pretty much dead except for shorts, and then only if they see you singing).
It's just the bit where you say "big budget"; I'd invest in yourself and in the song first. All the best!

If you already have some traction, it can work, but it's very easy to pump money into a black hole you'll never see back. Sorry if that's not the answer you wanted to hear :)
If you play live, either as a DJ or as a live musician, if this is the song people react to, if they come to you after your set and say hey that song was amazing, that's when you probably have a good starting point. If you start from scratch, I'd wait with investing money in marketing.
I think if you're very proud of this song I'd take it to a producer and invest your money there to make the song and the mix stronger. I think there's some good stuff, but I think you can definitely work on the mix. Also, eg around 1:04 after the drop things are out of sync, and vocals and instruments are all doing their own thing; same again after 2:07. I also in all honesty think you can lose a couple repeats and make it stronger.
