I actually use Propellerhead's Reason. A couple instances of a maelstrom tweaked just a bit with some raised EQ on the highs. The main thing in this is layering, layer up a few sawtooth waves with some chords and you've got it.
what daw do u use?
if you use logic its pretty easy to do in the es2 or in ableton operator has a nice way of making it. but i used massive by native instruments.
