Theres a Wikipedia Article about it, but if you ask me, Phonk tracks are often made out of some heavily distorted 8O8 and a cowbell melody or some outschool sounding acapellas. It has to create that heavy, gritty/lo-fi (!) and dark sound, yk? So you are right: its a mix of those genres, except i havent heard any uk drill inspired phonk beat
