different ways of making it, but this is just a vocal chop that's being pitched up & down in a loop progression. sometimes i use sylenth & effector, but that's more complicated
Used a Sylenth preset & put the plugin "Effector" on it in the mixer, & turned the bypass off. Then a bunch of other effects to make it cleaner, & wallah!
